A medium-size independent oil and gas company needs to fill the position of Contract & Procurement Manager
Location: Lagos
Objective/ Purpose of Job:
To provide leadership/professional expertise and manage an effective contracting and procurement function for the company through the development and implementation of appropriate strategies to deliver value and cost optimization to the company while mitigating risks across the procurement cycle.
Duties & Responsibilities
• Accountable for development and execution of contracting and procurement activities, including project portfolios, in accordance with organisational requirements, while making best use of standard processes, systems and controls
• Provide specialist knowledge and guidance to the Contracts and Procurement team and drive procurement decisions
• Champion the development and execution of the contracting strategy in support of all contracting and procurement activities
• Oversee all contracting activities relating to local and international service/call-off and work contracts/subcontracts including developing strategies, pre-qualifications and tender list development
• Provide comprehensive advice on commercial and business risk by driving continuous improvement of commercial processes through refining contract formulation activities, systems and procedures
• Supervise the prequalification of tenderers, deal with queries during the bid phase, perform bid evaluation and lead negotiations with vendors to secure advantageous terms for the company.
• Ensure with Legal that Terms and Conditions qualifications or deviations are in line with company rules and policies
• Coordinate the C&P team on ethical relationships with suppliers to ensure the availability of goods and services to the required quality, competitive price and timely delivery.
• Ensure full implementation of the Company’s pricing and contracting policies including the review and approval of business actions
• Elaborate and update contracting and procurement policy and procedures for the company
• Organise and adequately resource organisational and projects requirements with Supply Chain professionals to execute the Supply Chain agenda in the Organisation
• Leverage category management opportunities through organisational framework agreements
• Drive HSSE in the process of contractor and supplier selection and in subsequent work execution phases
• Develop and implement opportunities to increase use of effective local business capacity in line with NCD requirements
• Develop and implement comprehensive post-award contract management plans for all major contracts awarded, ensuring all variation requests are dealt with in a timely manner and structure, manage contracts and agreements in a proactive manner with the objective of minimising claims and disputes
• Lead organisational Supplier Relationship Management process concerning performances and improved Supplier information database
• Supervise the process of continuous improvement in the contracting process, including the adoption and sharing of best practices
• Ensure business ethics are maintained to the highest degree and ensure compliance with Organisation’s Business Principles
• Drive cost effective implementation of Supply Chain best practices, systems and tools
• Conduct all activities relating to contracts and procurement in compliance with company compliance policies and procedures, UKBA and FCPA and other applicable anticorruption regulations and practices
• Perform other activities as assigned
Experience Required
• Legal, Commercial or Engineering degree or equivalent. Master’s degree (Preferably an MBA) will be an advantage
• Minimum 15 years’ experience with at least 5 years’ in leadership role in Procurement /Supply Chain Management within the oil and gas industry
• CIPS qualified or equivalent certification
• Good understanding of strategic, technical, legal, finance, and commercial issues, able to cope with complexity and uncertainty
• High level of commercial awareness and fully developed analytical skills in terms of contractual costs and risk allocation
• Full understanding of current Procurement / Contract legislations and the compliance requirements in terms of Supply Chain.
• Solid understanding of the oil and gas industry supply chain market and it’s contracting principles and practices
• Good understanding of procurement process and procedures, tender preparation, administration, negotiation and evaluation.
• Experience of working in complex major projects environment will be an added advantage
• Highly developed negotiation skills
• Creative thinker capable of developing innovative solutions and a motivated self-starter with a track record of delivery
• Effective people skills and delivering results through others
